GOAMUR operates under a transparent, multi-layered governance model designed to ensure independence, accountability, and global representation. No single institution, government, or commercial entity controls our work.
Executive Board
Seven elected members overseeing strategic direction, financial integrity, and editorial independence. Serves staggered 3-year terms.
Scientific Advisory Council
Twelve leading methodologists and statisticians who peer-review all GOAMUR research and validate analytical methodologies.
Global Consortium
Representatives from 40+ countries providing regional expertise, local data verification, and cultural context for our analyses.
Ethics & Oversight Committee
Independent body that reviews whistleblower cases, adjudicates conflicts of interest, and ensures adherence to our charter.
Founding Charter
Core Governance Principles
- Independence: GOAMUR accepts no funding from ranked institutions or ranking agencies. Operations funded by foundation grants and individual donations.
- Transparency: All governance decisions, financial reports, and methodology changes are publicly documented.
- Rotation: No board member may serve more than two consecutive terms. Scientific council members rotate annually for specific review assignments.
- Recusal: Any member with a conflict of interest regarding a specific institution or ranking system must recuse themselves from related decisions.
- Open Membership: The Global Consortium is open to qualified researchers and institutions committed to our charter principles.
- Whistleblower Protection: The Ethics & Oversight Committee operates independently with direct authority to investigate all submissions.

Funding & Independence
GOAMUR is funded through a combination of foundation grants, individual donations, and government research grants (strictly separated from any influence over our research agenda). We publish our full funding sources annually. We do not accept funding from:
- Universities or higher education institutions
- Ranking agencies or their parent companies
- Any entity that directly benefits from ranking outcomes
- Sources that require editorial review or approval rights
