Founding Charter

Core Governance Principles

  • Independence: GOAMUR accepts no funding from ranked institutions or ranking agencies. Operations funded by foundation grants and individual donations.
  • Transparency: All governance decisions, financial reports, and methodology changes are publicly documented.
  • Rotation: No board member may serve more than two consecutive terms. Scientific council members rotate annually for specific review assignments.
  • Recusal: Any member with a conflict of interest regarding a specific institution or ranking system must recuse themselves from related decisions.
  • Open Membership: The Global Consortium is open to qualified researchers and institutions committed to our charter principles.
  • Whistleblower Protection: The Ethics & Oversight Committee operates independently with direct authority to investigate all submissions.
